A BILL to amend and reenact section four, article eleven, chapter twenty-two-c of the code of West Virginia, one thousand nine hundred thirty-one, as amended, relating to continuing the commission on Potomac river basin.

Be it enacted by the Legislature of West Virginia:
That section four, article eleven, chapter twenty-two-c of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended and reenacted to read as follows:
ARTICLE 11. INTERSTATE COMMISSION ON THE POTOMAC RIVER BASIN.
§22C-11-4. Effective date; findings; termination date.

This article shall become effective upon the adoption of substantially similar amendments to the interstate compact by each of the signatory states to the compact, and upon the approval of the amendments to the compact by the Congress of the United States.
After having conducted a performance and fiscal audit through its joint committee on government operations, pursuant to article ten, chapter four of this code, the Legislature hereby finds and declares that West Virginia should remain a member of the interstate compact. Accordingly, pursuant to the provisions of section five, article ten, chapter four of this code, West Virginia shall continue to be a member of this compact until the first day of July, one thousand nine hundred ninety-eight.
Pursuant to article ten, chapter four of this code, West Virginia shall continue to be a member of this compact until the first day of July, two thousand four.

(NOTE: The purpose of this bill is to continue West Virginia's membership in the Interstate Commission on the Potomac River Basin until July 1, 2004, pursuant to the provisions of the West Virginia Sunset Law.
